Do you open the incubator to get out new chicks, or wait for them all to hatch?

Give it more time. However if concerned and wish to check I highly recommend turning on shower, make it steamy, and do candling to check. Might be you need more humidity in incubator.

Sounds like pecking order is being established. This is normal.
