Do you think I should assist with this air cell?

Hi, this is a shipped egg and as you can see the air cell isn't quite where it should be. I think the chicks head is in the top end of the shell - blunt end, but if it tries to pip I'm not sure if it will pip into the side ways air cell or the other side. It's day 21. The egg has been really active over the past few days, but today is less active. I can't decide whether to make a hole in the air cell and the membrane to help the chick to hatch or not. Do you think it can hatch on its own with the air cell like this?
 
Your temperature was probably low so its taking more time. Did you have a calibrated thermometer in your incubator separate from the machines thermostat?
