Ok my temps are at 94.7-99.1 humid. is at 51% and 53% with cover on water dish are these numbers OK to hatch ?

Personnaly I would try for a 95-100 temp range with it hopefully spending more time above 98 then below and a humidity of about 40-45% but thats just me I am shure others will have there opinions.

I would also be aiming a bit higher for the temp. Around 100 F is usually the goal, however 99-101 is usually fine. The humidity that I have always used and have always seen recommended for the first 18 days is about 50 % then increase to around75 % or so.

I'm using a 40watt candle looking bulb I will turn the water heater temp up a bit But I did put a psc of soda can behind the water heater temp and it did make my water wiggler and inside temp even out. I just cut a psc of soda can worked awsome just be careful and wear gloves very sharp!! I also rolled the sides in so nobody would get cut, a hammer and a edge of a rock or table works good to roll the edge under
