In addition to the use of a mirror, try to befriend with the local crows. They are awesome in chasing and bullying hawks. I have seen them divebombing a hawk out of the tree and it almost crashed to the ground, it could stabilize it self at the very last moment and flew off. Just be careful when you have ducklings, they are vulnerable to crows too.
