No rash. Both m wife and I have touched this plant with no adverse effects. A different variety. Thank you for your response.

If this is a pencil cactus (which it looks to be) the rash will come from the white milky sap inside the plant. Take care while pruning, and don't let your pets nibble on it. If you prune, be very careful to prevent the sap from getting in your eyes or broken skin. While this might sound extreme, caution is necessary.
