Does anyone know why my roos making this noise?

This is an 19 wk ee ro9, his name is Tom. He has developed a weird behavior. He started doing this right after I rehomed 6 roos that he was raised with and got 2 laying hens. Originally I thought it was a mating thing because the 2 hens were in their own area, but he is still doing it and he mates with them.

He seems healthy and he has one other rooster to still run around with.

Added info:
He is sticking his head between to pieces of wood.

The 2 hens are completely integrated Sometimes he does it with no one around and I catch him.

One time I caught him doing it with the 2 laying hens standing over him looking confused.
 
He's telling them that's a great place to lay their eggs. Pretty typical behavior and sound.
Oh ok I'll Iook to see if they have layed there. I've never checked there and the pullets are starting to lay. Thank you.

Well, I don't know, my rooster comes in, makes a nest in the corner, shows his girls, coaxes, and chatters, then leaves. The girls lay properly in the nest I gave them. But he keeps trying!
