Does early comb mean rooster?

Out of 17 four week old chicks one definitely has a very developing comb. Could this be a rooster? The hatchety sent us a freeby could this be there way of a joke!?
 
I'm fairly new but I believe it could be, a roo, not a joke. The hatchery I order from also includes a freebee but the small print says there is no guarantee what sex the free chick will be. Fortunately we got a pullet the first time.

Could be a rooster or some breeds of little pullets develop combs early too. It will start getting red colored before long if, it is. I don't think the hatchery would add a rooster as a joke but, if they have extra's - I doubt they really worry if it's a pullet or a rooster when they add it as a freeby.
