Does my pigeon have a respiratory problem? Video attached

Please see video. Does my pigeon have a respiratory problem because his body is moving up and down when he breathes? I’m worried if he is sick. Or is this normal behavior for a five week old pigeon that just likes to rest?

The breathing does look a little stressed. Where do you live? Is a vet an option?
