Does this Chicks Feathers Look Wrong to Any One Else?

I have a black EE named Tink that is a product of either my red EE roo or Lavender Ameraucana roo X brown leghorn. This chick is most certainly a runt! It is about half the size of all the other chicks hatched the same day. It is very feisty and energetic though. It eats and drinks well and generally runs amuck in the brooder chasing the other chicks around.

However, from the moment it hatched, it's feathers looked weird. At first I thought that they were just not drying out well in the incubator. But when I took it out it was actually dry, but the feathers felt kinda stiff and ruff. They looked like tiny coarse hairs to me instead of normal chick fuzz. Also it appears that what is coming in still looks off and sparse as well. I can easily see it's skin in certain areas.

Anyway, does this look odd to any one other than me? If so, is there a name for this defect and is it anything that could cause problems?

I was going to say it could have something to do with liquid from inside the egg being stuck to it's fluff, but I haven't had it last a whole week before so maybe not.
 
That was another thought I had as well. But yeah, it's not really flaking off like I would have thought it would
I had one chick that had a really strange hatch I couldn't find anything on BYC about it. and no one in a thread I started had any clue. It hatched with a green liquid all over the place, it stuck to it's fuzz and was completely plaster for 2 days, then it started to wear off. The chick was small, really small. MHP wasn't warm enough for that one chick and his kept cheeping really loud like it was cold so I ended up switching to an incandescent light instead. Aside from that it was acting normal. eating and drinking. I sent it to it's new home when it was a week old. I can't remember what it looked like by 1 week, I'll see if I can dig up any pictures it was this spring that that happened.

I had wiped up most of the green liquid but you can see there was a lot of it it's on the wall too

it's the chick right under the light. these are the best pictures I have of it. it's fluff does still kind of have the dried goop on it by day 3. I was having pasting up vent problems so the chick had actually gotten quite a few baths to get that cleaned off.
 
As far as I could tell, there was nothing unusual about the hatch. The egg was on the smaller side of what this hen lays, but not bantam. It hatched without difficulty and was walking around the incubator like it owned the place. Just the chick fuzz looked, and continues to look odd. Hmm?
