Does winter arrest layer development or just slow it down?

Actually since the other 6 are not laying at all - they shouldn't be on layer feed. They don't need the extra calcium for shell building. You could probably keep them on grower feed with a side container of crushed oyster shell to provide extra calcium for the one that is actively laying. The non layers will ignore it.
 
There's some different products that are out there, but I would just buy a bag of non medicated grower or an all flock, something with a bit of higher protein, layer is usually 16%, and a grower is around 18%, and an all flock is either 18 or 20%. You could feed meal worms, or cottage cheese, or even scrambled eggs, but switching feeds or at least offering two kinds is usually cheaper and quicker.
