Dog training help - She will not listen to me when she sees another dog!

The shh noise he uses isn't a command. It's a way of getting their attention back on him. It's a quiet way of saying "hey! "and not having to worry about unintentionally startling the dog.

The reason some look down on old fashioned methods fall into two main categories - they don't understands basic behavior and believe that you should never say "no" or their experience had been with old-school trainers who don't believe in ever offering a reward. These are sometimes called
"crank & yank"trainers - for example, they would teach heel by walking the dog on the Leah, suddenly changing direction and yanking the dog off his feet and dragging him along until he catches up. Then they would change direction again until the dog is always watching for the slightest sign of movement because it is afraid of being clotheslined and dragged along the ground.
Both of those methods are equally wrong. Praise/rewards and no punishment are the way to teach something new and show the dog what is expected of them. Aster toy are positive the dog knows what the command means, THEN you add in thepunishment for not obeying. Of course, done dogs need a former hand and some will need mite encouragement and a soft touch even when you reprimand them.
 
oh, and the easiest and most likely solution that she seems to prefer your sis-in-law/step-brother is simply that they aren't there all the time. :)
