dominant hen or rooster?

My Rhode Island Red is a roo, he is crowing kinda fuuny, its not really a crow, but he is persistant, will his voice"change" as he gets older and better at it? My neighbors will not tolerate him even if DH would. I have good home at a community farm, but I would like to keep him.
