Dominant White or Splash?

I have a young cockerel who as a chick was pure white. As he has matured, I have noticed that he has black on his wings and tail. No colour anywhere else at all. So, what is he? Dominant white? Splash? If splash, why are the markings limited to his wings and tail? What if any other genes do you suspect? Thanks!

If anyone wants him, he's yours for the asking: email me. Nice skin colour, comb & toes (one foot better than the other), but poor type, crest & foot feathering. I already have too many roos and too many projects.

On birds that are crossed with Dom white, they usually have black dots scattered all over.
 
Maybe for columbian; I don't think paint. My gut feel is that he is not splash--the primary patterning (wings & tail) seems too strong to be splash.

The red tint is from the dark red shade cover to the pen; his face and comb don't actually show any red--they're slate blue. That said, he is pet quality. Just showing some interesting and different plumage pattern that I haven;t seen before. I'll try to take a different photo that shows his face better.

Here's a better photo of his face & comb; it still doesn't quite show the hue correctly--still looks redder (at least on my computer) than in person, but is better than the one under the red shade:
