I agree with the different stock and parentage, also weather, lighting and health issues will play a large role

Are you feeding your girls a grower ration? Or, did you put them on a high protein layer ration early?

There are alot of other natural varibles that come into play, I believe, such as water, minerals transfered to grasses, bugs available, free range and the overall comfort and care given to the birds. My Rocks started at 19wks which I was fine with, and surprised.
