Double swollen eyes

Good morning,
I am new to the raising of chicken. I have almost 10 6week old chicks who have swollen, crusty eyes. None have nasal issues, its all eye. We've given Tylan and Neosporin nothing has changed. Any advice would help

Any way you can get a clearer photo of a few of the birds?

How many have the swollen crusty eyes?
Where are you located in the world?
Do you notice a bad odor about the face, any lesions inside the beak?
Any pus inside the eyes?
Are they able to eat/drink?
Giving Tylan powder or liquid injectable?

I would lean toward Fowl Pox, but it's hard to tell by the photo. Fowl Pox is a virus and antibiotic treatment generally will not treat symptoms unless there's secondary infection.
If you are applying the Neosporin around the eye, try to be careful not to disturb scabs the best you can. Fowl Pox spread fairly easily, so take care to keep your ointment container uncontaminated - apply to a clean qtip each time you move from bird to bird.

Sorry for your loss. Do any have swollen bumps on the face? If it is fowl pox, baby chicks do not do well, while grown chickens can get over it. Have other chickens been pecking them around their eyes? Are you giving the chicks water and food with a dropper? What is the dosage of Tylan that you are fiving, and is it in their water? Some pics of your set up and information about how many and what age of chickens are rogether may help.
 
No fowl pox, just the swollen eyes. From spending time with them I see none pecking at the ones with eyes issues.
The dosage of Tylan is 1 and a half scoop in their 3 gallon waterer. I have them house with Guineas. There are a total of 44 chickens now and 6 guineas.
You can tell they are definitely scratching at their bad eye.
The one pictured in reply was the one with the double issue, she passed.

The swollen scabby eyes could be from pecking if you have that many birds and guinea together. There looks to be overcrowding for 44 birds in there. I would try to get a larger coop and run area. Spend some time watching their behavior to watch for pecking or bullying. Separate any chickens with swollen eyes in a dog crate and make sure they eat and drink. If they cannot see to eat and drink, they will starve. If
