Drake is going Crazy in Breeding

I have four ducks and one drake. The drake is about thirteen months old along with one of the ducks, the other three are eight or nine months old. The older ducks has a lot of feathers on the back on the neck gone and one of the younger ones actually has skin showing. The other two shows very little if any breeding. The younger ones doesn't seem to like breeding and the drake chases them all over the yard and gets on top although it doesn't seem like breeding. He will get off and wait until the ducks runs again the catches and the process repeats itself until they get into the pond then he mounts her.

Is this normal?
 
Some drakes are worse than other and young ones can really be randy. And all drakes love a good chase,my Runner drake will run my Muscovy duck down and grab her neck feathers and just stand on her. It’s like a dominance thing, you could set up drake jail for your drake for a while to give your girls a break. That’s what a lot do on here.
