Drake picking on one female

My black swedish drake has been chasing down my fawn and white runner and tearing out the feathers at the base of her neck. He doesn't try to mount her, he just seems to be picking on her. He's with 4 other females besides her. If I am out with them I catch him and make him submit, after a few times he finally stops. Any ideas on how to make him stop this behavior altogether? Does no pick really work?
 
Not with ducks you can have drake jail and have the ladies all together or find a home for your female he’s picking on it’s hard to stop them once they start and hard to know why they will just single one female out. But it’s our responsibility to protect our females from abuse which it sounds like your trying to do but you can’t be out with them all the time. Is she your only Runner if so what are the other breeds?
 
The other breeds are Cayuga, Pekin, White Crested, and a Blue Runner. The one being picked on is the smallest. She's always has been. They are from Metzer hatchery and have been together since day one. They'll be one year in June. The Black swedish was supposed to be a female too.

Then you have a young Randy Drake with no respect and targets her...
