Drake with an attitude

I adopted a boy and girl pekin about a year ago. I incubated two eggs and have two (most likely) females that are nearly old enough to be released. EXCEPT the drake bites the females neck on test releases (not tries to mount, just stands on her and bites). Is this mating, dominance, or just meaness? I'm thinking of trapping the drake and letting the other two meet mom and see how that goes....
 
My drakes 2 Runners and 1 Muscovy love to stand on their females. My one Runner my oldest 5yrs will chase down a Muscovy and stand on her and bite her neck. To me, it's like I am a conquerer here. While my other 2 drakes stand and watch. Why not put mama duck and her two kids separated from dad at first and let him get to know them through fencing. Then every couple of days try them all together. This is hard time of year for introducing since hormones are peaking right now. So just keep trying.
