Drowned duck

My duck drowned.. he’s responsive and I have him inside warming up but he’s doing a weird head movement.. is that normal?
 
I was holding him. I just tried to set him down so that I can rest my arm and he can not hold himself up at all
 
We can't see the head movement, but drowning is never normal. Do you have any clues to why it happened? How old is the bird? Was it acting normal before going in the water? Feel its neck for anything unusual.

I can’t remember his age but I do know he’s a few months old. He’s bobbing his head kind of like backwards and forward. He seems to be breathing fine.. my son found him and his body was under water and his head was above water resting against tub. I’m not sure what happened.. he usually is able to get in and out of the tub just fine.
 
Is that the only duck you have?
Not my only duck but it’s my first time owning ducks. It’s a bath tub as the pond. We’re heading to Lowe’s now to get stuff to make steps.. I wonder if he got stuck in the tub.. I feel so bad.
 
Are the other ducks the same age? Its not unheard of for another duck to mount another duck in the water and drowned them. Or aggressive Drakes have been known to drowned young ducks. Something caused this baby to exhausted itself and become trapped in the pool. For younger ones I never fill the water higher then they can stand to avoid such an issue.
