Dry ,hard chicken foot

I picked up this rooster for free hoping I can fix him up any one know what’s wrong or how to cure him , he can’t stand on it and is limping 24/7 , the foot is dry and really hard can’t really move or bend the toes

the foot is dead, it will likely self amputate.

I think it may be narcotic. This happened to someone else too. Let me see if I can find the thread.
