Definitely go with the penicillin clean that wound daily wash it out good

If that were my duck I would remove all of the feathers in this circle, trim away any dead skin, flush thoroughly with betadine or chlorhexidine (Hibiclens) and saline, then repost pictures for us to look at.

I'd like to see pictures of it after you have plucked the feathers and cleaned it before I suggest covering or not covering.

Will the saline or any of the stuff above help get it moist enough to work with it because right now it's super hard I can't even clip the feathers around it

Hold a warm wet rag on it, or run warm water over it until all the crud comes off, then flush with saline and betadine or chlorhexidine.

When plucking feathers, pull in the direction they are growing and be careful not to rip the skin.
