If if the duckling pipped at the small end of the egg think of it as being an internal pip. Since there is no air cell at the small end when it tried to pip internally, it pipped the shell. With my ducks it can take 24-48 hours to go from internal pip to external pip, then another 24-48 to go from external pip to exiting the shell. Does any of that makes sense?

Did you calibrate your thermometers? Even 1/2 degree can make a difference. Also, 28 days is a "generally speaking" number. Some will hatch before and some after that date. It also takes ducks longer from pip to hatch than it does chickens. Congrats. How many viable eggs do you have now?
