So last year I was able to hatch several baby ducks from my ducks. I have 1 male and 3 females. This year I put Duck eggs in my incubator and candled on day 7, None developed at all. I thought maybe it was to cold so I waited a couple weeks and in the mean time cracked open a couple eggs to make sure there was a bulls eye and that they were fertilized. There was a bullseye. So I again collected the next couple days and added them to the Incubator. I have a separate Thermometer in there to check the temp and humidity it has all been maintained. It is a Still air incubator the temp has ranged from 99-101 the humidity has been maintained at around 55-55% and still after 7 days there is no development. Please Help!!!

Bullseye or not, your fertility sounds like an issue, incubate your eggs for 3-5 days, crack them open and look for blood/embryo. Or candle at a week and crack open obviously empty eggs if you don’t want to waste potential ducklings. The only sure fire way to test fertility is to see development in an incubated egg, the bullseye is suggestive but not true proof. Your other option is your incubator temp is either too hot or cold, but using external thermometers is a good way to rule that out, just make sure your thermometer is calibrated or use several. Your gentleman duck just may not be getting the job done, may have fertility issues or the ladies may not be receptive.
