Been having Duck eggs in lockdown for 5 days now and at first had three rocking and rolling, now nothing, do have another egg that is rocking, is this normal

The rocking is them getting into position. They stop that part and then pip internally and then externally. They can go two days after external pip to hatching.
Give them time and make sure humidity is up 65 to 70%

Is it possible that the incubator was set at too low of a temperature?

I have a LG temp has been on 100.7 and humidity right at 73%

Generally you lock down two days before hatch...Meaning if standard Duck eggs you lock down on Day 26, they hatch day 28....what day were they at when you locked down ?
That's the issue I am having my husband and I found the eggs a raccoon got to the momma we took the eggs from nest..
