A few months ago, went I went outside to feed the mallards in the morning, and I noticed the male mallard's legs didn't move and had to use the wings to move. I put it in a sheltered place along with food and water that it could reach. It progressively got better and, after two weeks, it was normal again. I still don't know what happened to this day, but the situation seems similar to yours.
