My ducks a kind of quivering their beaks. Could this mean over heating? They don't make noise while they are doing it, and they don't do it all day...

Opening and closing the beak can mean a variety of things. Parrots grind their beaks when happy. Birds gasp when they can't breath (choking or respiratory infection). They pant when they are over-heating. It really depends on how they are doing it.
Are they standing away from the heat light, cheeping and breathing heavily? This is panting.

Are they merely just slightly opening and closing their beaks, this is probably not panting.

Are they opening their beaks and stretching out their necks? This is choking or having trouble breathing.

Best of luck with your birds!

They are living outside, they are full fethered. And they have a pond as well as plenty of shade, and when they are doing this they don't seem to be trying to get away from direct sunlight. Also, they don't both do it at the same time. They don't seem to be struggling to breathe, either.

I don't have ducks, so I'm not sure if this is a natural behavior or not. But birds that are happy or content will often click or grind their beaks.

My four ducks randomly just open and close their bills throughout the day. After much observation and offering cooler water, warmer water, more shade, etc., I've decided that it's just something they do. They never seemed distressed. I'm just a worrier.
