I have a friend who owns chickens, ducks, geese, and a turkey or two. He keeps them in a fenced-in area containing a small man-made pond which has a drain. The drain flows into an underground pipe which exits at the edge of his property. When he cleans out the pond, all the silt and whatever else the birds have left in the pond flows out the pipe and onto his neighbor's grass.
Is this something he should be concerned about in terms of ordinances? We're in semi-rural Virginia, if that matters, and zoning allows him to keep birds on his land.
