Duck sitting on other duck

Hi just wanted bit of advise please
I have had ducks the last 12 months and I noticed today that one female was just sitting on the other females back
It was just chilling out until I went down close to them
Can anyone explain this please

Probably either exerting dominance or hanging out. I had a male quail that knew he was too small to breed my jumbo hen so he would just hop on and sit there until he felt He was good
