Duck very swollen toe, not Bumble?

I have a 1 year old Pekin. I have treated bumblefoot successfully in chickens and a mallard, but I don't know that that's what is going on here. It looks like a swollen boil. Lancing and soaking in epsom salts for several days haven't brought anything out/to a head. It has just hurt her. Vet is not an option. At this point I'm using neosporin after soaks. Any other ideas on what is going on?

Also, her other foot appears to have bumblefoot, unless I'm just seeing dirty callouses. It appears to just be skin surface that has light scabbing.
