Duck with wobbly neck can barely stand

Seeking urgent advice. I'm not sure if this is botulism, heavy metal poisoning, or the consumption of mold. My guess is botulism. His bill and body are very warm and he is very wobbly. It was hard to get on video but he's having trouble holding his head up and it keeps waving around and he's having a hard time walking. He was fine this morning and then I found him like this a little over three hours ago and he's only getting worse. I made a 1 tsp charcoal to 1 cup water slurry and an electrolyte mix but it's impossible to get him to drink it and I'm scared im going to aspirate him with the syringe. He still has the energy to fight the syringe hard. He was about to go to a new home and everything, I feel horrible. It's one in the morning and I won't be able to give him the charcoal throughout the night. Does anyone have any more advice? I can't afford a vet visit, especially for a bird that I'm not going to keep, but I still really care about him and want to do everything else I can. It's much worse than it looks on the video.

More wobbly for sure but hes not lethargic, hasnt lost use of his legs, no droopy wings, et cetera. So i dont think its botulism but im not sure. I had a duck (who was already a crested with a disabled crested mother) sustain brain damage before from the extreme heat that made him wobbly like this (a bit worse) and took away a lot of his mobility until he died a few months later. But he was a predisposed duck in higher heat. Yesterday was around 90-95 which is pretty normal here. Usually id check on them and water them in the middle of the day but i was gone for a while. None of my other ducks are like this.
 
Do you have any electrolytes if it is the heat they can help.
It doesn't sound like Botulism since it is only his head. Is he able to eat and drink okay.
