Duckling hatched with what appears to be its tongue under its beak

I have ducks on my pond. This morning I saw what I originally thought was one of our chickens loose but when I walked outside I saw it was a red tailed hawk and I saw something in the grass. A sweet brand new duckling and a deceased one. No mother around. The duckling that was alive appears to have its tongue under the bottom beak?! What do i need to do? It was chirping and did drink some water.

I have only seen that once in my flock and it was a chicken but our problem was that the rooster panted a lot causing the tip of the tongue to harden and it pierced the skin under the beak exactly like the picture what helped was guiding the tongue back into the mouth and putting VetRX on the tongue and the throat hole till the tongue stayed in the mouth
