Duckling loosing "feathers"?

I have two Pekins that are about two weeks old - their feathers (I know they don't have feathers yet - do you call it down?) anyway they seem to be loosing their "feathers." I can see their pink skin - is this normal? and the larger one seem to be worse, especially under his chin. He does scratch a lot so I'm worried - should I be? I'm using paper towels in the brooder with aspen shavings - the bag says it's safe for birds.

i had this happen to a snowy mallard. As soon as her regular feathers started comeing in it went away. I know it's looks weird, like a disease or something, but don't worry. it's nothing. Sometimes if they pick on each other, or that spot gets rubbed alot (like on their, elbows, the bends in their wings). All normal...
