I would agree that it looks like Wry neck.
Sometimes they can be in a wrong position during the whole incubation period which can cause their head, and neck to form in such a way. Other times, they were passed on a nutritional deficiency from the parent stock, most often from vitamin E, and thiamine (B1). Neurological damage, or an infection of the yolk sac can also cause similar problems.
Regardless of what the sole cause of the problem is, I always start off by giving the bird vitamins, specifically thiamine and vitamin E. For the thiamine, you can get some Cattle B complex, and give a drop or two along the bill a couple of times a day, being careful nt to aspirate the duckling. For vitamin E, you can use human 400iu soft gel capsules, and get one into her a day, either over treats, or along her bill.
Also, make sure she is warm, provide a shallow dish of water so she doesn't drown, and contuinely offer her soupy feed, and even mashed scrambled eggs during the day. If the problem is vitamin related, you should be able to see improvement within a few days.
