Duckling RI - Baytril hasnt improved his condition need some ideas on what next

I've got a duckling with a suspected RI, symptoms are sneezing, occasional wheezing, clicking while breathing, fast and heavy breathing, occasional white liquid urine.
My vet prescribed antibiotics for 7-10 days, 0.12ml of 2.5% baytril 2x a day but its now day 6 with no improvements. Has anyone got an idea of what may be the issue or what else we could try?
