In most places it's free if doing the NPIP thing. Some states charge but most don't. If not NPIP, you may have to pay for a pullorum test on the shipped bird. Shouldn't be much.

I don't know about PA. It's free in MO and many other states. Some charge a fuel charge to get to your place, others an hourly rate for the tester.
How long it takes depends on how busy your tester is and if they'll be in your area. The test doesn't take very long.
Catching 2 flocks of birds and the blood test took about 3 hours here. Each bird, once presented to the tester, takes about 15 seconds.
 
I cannot find anything on the pa dept. of ag's sight about npip. What should I search. I looked through all programs. I also searched poultry and npip and nothing came up....
