I got two runner ducks today they are a few days old I put them in the brooder about an hour ago and they are being very loud. Is it something to be concerned about or are they just a little bit confused and will come down with time. They are eating and drinking.

If they're crying/peeping loudly, it's possible that they imprinted on people soon after hatching, and now seek human interaction- do they calm down when you go to them/pick them up? Or they could just be a little excited/unsettled. They will adjust and calm a little in time

As long as they are warm enough and have food and water, it's probably just the recent transition to a new home.

They are calling their mother and their fellow hatch mates. In their little minds, they have gotten lost from the group and need finding. Mine did it when I gave away their 8 siblings (I kept two). Eventually they stopped. Holding helped.
