I have 3 Blue Swedish ducklings, they are 3 weeks old. They have a gallon waterer and dry it out twice a day. Granted a lot of it ends up on the ground but that seems like a lot to me. These are my first ducks so I'm learning. Thanks

Ducklings duck do spend a lot of time at their watering hole. Either drinking or just playing in the water. It's very normal, but sure can be messy, one thing they need is some kind of container that they can dunk their whole heads into but can't tip it over they have to be able to clean out their nares and eyes. You can place this container inside or on top of another pan or broiler pan to catch some of the wasted water.

On this page is a good example of a cheap duckling water easy to make too you just cut holes to fit as they grow and you can put more than one hole too.

I think they are splashing more than drinking. My 4 adult Swedish have a 3 gallon bucket for drinking that I fill with fresh daily and it's not empty at the end of the day. My two ducklings get about half a gallon a day and that's not empty either. I have to change them both out when they get mucky, but they never go dry. I agree with @Miss Lydia here that it may be time to change your water system.
