A naturally hatched birds can a do swim imediatly after hatching, but they are water proofed by the mothers oils.
We by pass that procedure in the incubator, therefore it takes time for the duckling to build it up for it's self.
Be warned they can get chilled and die if you dont watch them at these early stages.
Have a blow drier near by to dry them and warm them back up.
Watch their down, if it starts to get water logged, get them out.
If it stays fluffy and beads water you are good to go.
But watch them!
