Ducks age

I bought some welsh harlequin ducks that were supposed to be 12 weeks old but only half their body is feathered, the head and back end are still fuzz, I am new to ducks but thought they should have all their feathers by 12 weeks, if so any guess on their real age? thank you for any help!
 
Mine were fully feathered in by six weeks of age. I have khaki campbells though. I am new to ducks but to me they are a lot younger than twelve weeks. Do you have a picture?
 
thank you, I knew he lied but he would not give me the right age, I would of bought them at any age but I would like to feed them the correct age diet, have to be careful when you buy on Craigslist!! thanks again.

Buy and All flock feed something like Purina Flock raiser that way they can continue to eat it and never have to change. Just add Oyster shell if you have females when they get to laying age.
