ducks meeting but not greeting

we have 2 female white call ducks (b. last summer). Three days ago I got a drake call duck, a little smaller than they are. He has found the food, water and stands around the small "pool" but hasn't gone in. The females chase him pretty agressively and one even grabs his neck feathers. I was expecting him to be the agressor. I was also hoping that he would eventually mate them and we'd get some fertile eggs. For now he's Mr. Lonely Guy. Is this normal--just a matter of time? Is there anything I can do to encourage a bit more compatibility?
 
I would remove the two hens from the pen for two or three days so that he regards it as "his". Then I would reintroduce them one at a time over a period of two or three days starting with the least aggressive. It's all about territory and the pecking order.
 
Anyway you could pen them near him so they can see each other but not get to each other? Thats how we introduce all our new ducks. We have an area in the pen thats separate, but they can see each other and mingle a little without actually being able to get to each other. We let them out together after a few days and it goes pretty smoothly.
