Ducks OK on Pine Shavings Overnight Without Water?

I recently moved three four+ month old ducks into their new pen. They will be locked up at night in a very large rabbit hutch within the pen. I had been using puppy pads as a hutch liner, but thought they might appreciate some pine shavings to snuggle in. I was not planning on keeping food or water in the hutch overnight. But now I am starting to worry that if they nibble on the pine shavings and start to choke, they won't have water to wash it down. I have seen these guys try to eat mulch, so I'm pretty sure they'll sample the shavings, which are much finer.

Should I go back to the puppy pads (or maybe put puppy pads on top of the shavings, that way they have a bit more padding)? I can certainly put water in the hutch overnight, but I know that means I'll be cleaning out the shavings every morning because they'll be soaked.

I'd appreciate any advice ... thanks!!

This is what I do. Fill hutch with play sand. No food no water and scoop poop with a cat litter scooper in the am. Works great for me and is safe for babies plus I have noticed the odor is greatly decreased!
