Dust free bedding option

What can I use (other than sand) that will help minimize dust in my house from the brooder? I find sand to be stinky, so I'd prefer not to do that if I can find something else. DOes anyone buy dust-extracted pine shavings? Where?

I've heard of hemp and cardboard bedding, but I can't find anywhere to buy it in the USA. Not even online, though brick and mortar stores are preferable.

I used decomposed mulch. I scraped away the top layer of wood chips to get to the usable stuff and sent it through a 1/4" mesh. I filled my see thru plastic tub brooder to 3" deep. Very low on dust, absorbent, and kept the same almost non-existent. Stir it up a couple times a day to keep it fresh and clean.
