What are the top 3 or 4 quail that are the easiest to raise?

I know coturnix are really easy. I have them and some Tibetans and tuxedo and they have been really easy.

At this link, you will find a lot more information. One thing I will recommend, is that you choose one breed and concentrate on that until you are confident on raising them before you start another breed. Each breed has their own positives and negatives; what one person likes about Bobwhite, another person may not share the same enthusiam.
Prepare yourself ahead of time before you take the leap. Some newbys here have incubated eggs then wonder how they should be kept (some stop just for quick info, then never return if they don't like what they hear). Please do a lot of reading. There is a lot of experienced people here that can help, as long as you ask.
