Easter Egger Cockerel(?)

First year raising chickens, and I've had my eye on this one for about the last month thinking what I had hoped was a she might be a he. As I let them out of the coop this morning I hadn't made it 10 feet before it was crowing...a lot. I've read that sometimes a dominant hen will crow, and that could be the case here. But my city ordinances will not allow for roosters and I don't want to become "that guy" in the neighborhood. Already have someone lined up who will gladly take an Easter egger rooster for breeding, but wanted to come here for an experienced opinion first. Any help would be greatly appreciated!

Definitely rooster, easter egger were the first breed of chicken I ever got so I’m pretty used to them😂 cute roo though. Chickens have saddle feathers, but roosters and hens have different saddle feathers. Hens are round and curved but roosters are ppointy and sharp, and they are located on the back and on the neck. You can probably tell that this chickens neck and tail feathers are different from your girls. Red across the shoulders is also a common male trait, however it can sometimes be in girls.
