Easter Egger has never laid an egg - now 14 months old

One of our girls has yet to lay an egg. They are all now 14 months old. The other 3 have all been regular layers - even through winter. But nothing from this one ever. She is an Americana/Easter Egger. Will she ever lay, or is it time for her to visit the soup pot?
 
How do you know she has never laid an egg? I'm just curious, as I would have no idea if any of my 12 are not laying, unless their combs are shriveled and pink, etc. I know my nephew was sure their 3 Easter Eggers were not laying, as he only got brown eggs. He finally figured out that he was getting 8 eggs from 8 hens, just no green ones. I'm not saying this is your case, but just wondered how you know she isn't laying.
 
You can tell if they are laying by measuring the width of their pubic bones. About three to four signifies they are laying with my hens. It will be the width of the space between the two pointy feeling bones( they kind of jut out ) right below their vent.
