Easter eggers...pullet and roo?

My EE's are 9 weeks. They are both supposed to be pullets but one is getting red in the waddles where the other is not. They seem to be cream legbar as the dominant breed but who knows what else. Do you think they could be mixed with different breeds? Or do you think one is a roo? Their coloring is different. The combat don't look much different.
