Ecco Glow for new chicks??

i have new chicks in my incubator and when dry I plan to move to brooder with an Ecco glow. You know how brand new chicks just lie down and sleep? When are they old enough to go under the Ecco glow? If you get the chicks at the store or shipped to you they seem okay. But these brand new ones don’t. Any help is appreciated.
Ps: I am going to put them in a very warm room.
 
Once mine are fluffed up I stick them under the EcoGlow with their food and water at the edge of it. That way they don't have to venture far from the heat source to eat and drink. Once they are a few days old I move it away from the edge of the plate.
 
I'd put them under it with food and water immediately. A warm room isn't the same thing unless you want to kick up the thermostat to 90F.
