We can agree that it isn't a dog problem but a owner one!Highly agree. I grew up around pitbulls, my uncle was a breeder for a while. Sweet dogs if trained well. Most people don't bother and then wonder why they aren't well behaved.
That's true for most dogs though.
And that is why a governmental supervision is needed. It's needed for ensure that the dog gets its minimal requirements (here if the dog is neglected the owners can face up to 6 months of prison, and hige fine ) and to ensure the public security, because dog can be a very deadly in the wrong hands.
