of course! It can be refixed to a wonderful wonderful cleaver !
It also can be a base for a new heavy knife, like this one.

Never throw away God's knives/axes they always can be fixed!
Send it to me and I will fix it.

That does look good.
How would I tell the quality of metal besides it doesn’t look rusted. It has a decent edge and I’m not really sure where it came from. Maybe my grandpa who was a butcher. But I would think the handle would have been in better shape
