EE...Roo or Hen?

Help! I hatched this bird out and gave it to a friend sure it was a pullet. Now I'm not so sure. 19 weeks old. We both live in the city and can't have Roosters.

I know the pics aren't the best but it's all I have now. I'll try to get some more later. Thanks in advance for all your help!!!

Thanks for your help so fast! I stopped by my friends house to help him clip wings and hadn't seen this bird in a while. First glance I told my buddy we may have a problem...that bird is a Rooster. Just wanted to make sure before we got rid of him. Thanks again.
